Project Scope Statement:
Business need: The business need for this project is driven by market demand. New Zealand
is a very popular tourist destination and has also gained popularity as a movie buff destination
due to the popular Hobbit and Lord of the Rings movies. The city council of Invercargill have
decided to allow the construction of a replica of the Hagia Sophia in the city in order to boost
tourism and also as a movie set for Netflix who will be filming a series on the history of Istanbul.
Invercargill is the preferred location due to the long hours of filming possible during the
summer months and lack of traffic congestion. It is estimated that the series will generate
revenue of US$ 1 billion for Netflix. It is expected that the project will attract an extra million
tourists to the region per year. BuildersRUS are the main contractors for the project and
expect to generate a profit of NZ$1 million from the project.
Product scope description: The product of the project will be a full replica of the Hagia
Sophia. The construction will take place 10 km outside of Invercargill and will include
construction of offices for the Netflix studio.
Strategic plan: This is a project which will be jointly funded by the New Zealand government,
the Invercargill city council and Netflix. The New Zealand government has the strategic goal
of increasing tourist revenue by 50% by 2030. The Invercargill City Council need to generate
200 more permanent jobs by 2030 as well as increase the median income of their citizens
from the current $27,400 per annum to the New Zealand median of $28,500 per annum.
BuildersRUS need to improve the skills and knowledge of their construction personnel by

There is currently an MOU in place between Netflix and the city council of Invercargill. There
is a further MOU between the city council of Invercargill and the New Zealand government.
